Shandong Entry-Exit Inspection and Quarantine Bureau of the People’s Republic of
China (hereinafter referred to as “CIQ Shandong”), was set up in July 1999 as the
re-organization of the former Shandong Import & Export Commodity Inspection Bureau,
Qingdao Animal & Plant Quarantine Bureau and Qingdao Sanitary Quarantine Bureau.
It is the administrative and law-enforcement authority of the General Administration
of Quality Supervision, Inspection and Quarantine of the People’s Republic of China
(hereinafter referred to as “AQSIQ”) in Shandong Province where it is responsible
for entry-exit health and quarantine, animal and plant quarantine, import and export
commodity inspection, survey, attestation and supervision directly under the administration
of AQSIQ in accordance with the following laws and regulations, such as, the Law
of the People’s Republic of China on Import and Export Commodity Inspection and
the implementation regulations thereof, the Law of the People’s Republic of China
on Entry and Exit Animal and Plant Quarantine and the implementation regulations
thereof, the Frontier Health and Quarantine Law of The People’s Republic of China,
and the Food Hygiene Law of the People’s Republic of China,. CIQ Shandong is one
of the four AQSIQ-designated regional regulating bureaus in the inspection and quarantine
regime of the 35 inspection and quarantine bureaus across the country. In response
to the changing scenarios of the fast-growing national foreign trade and the increasing
globalization of the world economy, CIQ Shandong has been expanding and developing
its grassroots services and branch locations. Now it provides a full-range of services
covering passengers, commodities, and vehicle inspection and quarantine extending
to freight ships and aircraft, playing more and more important and positive roles
in promoting the development of Shandong economy. Now it operates 15 offices, 22
branches, and 16 sub-branches at major coastal ports, airports, other frontier posts,
economic zones, high-tech parks and industrial processing enclaves, including the
17 cities and prefecture capitals. CIQ Shandong is now sufficiently staffed with
experts and other specialists. Of the 2,400 employees, 345 are master-degree and
doctor-degree holders. CIQ Shandong operates laboratories of different sizes and
utilities, 20 of which are recognized as national key labs, 11 are regional central
labs, and 6 are joint-venture labs. The testing items amount more than 1500, including
dominantly, food, agriculture products, poultry diseases, equine diseases, peanuts,
GM products, petroleum oil products, safety of machinery and electricity, ceramic,
tires, architectural & indoor decorating materials, cements, cotton, pens, and dangerous
goods & packing, etc.
